Things to Do in Cebu City: Heritage, Busay

Cebu City splits cleanly into two trips: a downtown heritage triangle you can walk between in an hour, and a set of hilltop stops in Busay that need a ride. Most visitors do both inside a single day on either side of a flight or a bus to Moalboal.

Downtown: the heritage triangle

Magellan’s Cross, the Basilica Minore del Santo Nino and Fort San Pedro sit within a 10-minute walk of each other near the port, and all three can be done free or close to it.

Magellan’s Cross is a short covered pavilion, not a long visit on its own, most people pair it with the Basilica next door and then walk on to the fort. Fort San Pedro is the most built-out of the three: a small Spanish-era fortress with cannons, a wall you can walk, and a museum room included in the one ticket.

Busay hills: the paid hilltop stops

A short ride uphill from downtown sits a cluster of newer, paid attractions: a memorial shrine, a Chinese temple, and a flower farm turned photo spot.

Temple of Leah ₱120 weekday / ₱150 weekend Plus ₱50 parking if you drive or Grab up
Cebu Taoist Temple Free No parking fee either
Sirao Flower Garden ₱100 per garden (two gardens, ₱200 for both) The two gardens are separately owned, each with its own gate

Temple of Leah is a large, ornate shrine built as a memorial, it photographs well and gets busy on weekends, which is also when it costs more. The Taoist Temple is a short climb up a hillside, built by Cebu’s Chinese community, and free. Sirao is the furthest out of the three and the one where paying for both gardens is worth asking about before you pick, since they sit side by side but charge separately.

Getting between the two halves

Grab is the easiest way to move between downtown and Busay, there is no fixed jeepney route that covers all three hilltop stops in one loop. A habal-habal or a chartered tricycle for a few hours works for the Busay loop specifically, since drivers wait between stops. Neither half of this page needs more than a day, which leaves time to get to the bus terminal if Moalboal is next, see how to get from Cebu to Moalboal.

Where to base yourself

Lahug and IT Park put you closest to the Busay hills and to restaurants in the evening, the old centre near the port is more convenient for the heritage triangle but has less to do after dark. I wrote the full breakdown in where to stay in Cebu.

Before you go

None of these six stops need booking ahead, they are walk-up attractions with posted hours. A session with me is the fastest way to ask how a day in Cebu City fits around a wider trip to Moalboal or the rest of the island. Questions people ask

Is Magellan's Cross free to visit?

Yes. There is no entrance fee for Magellan's Cross or the adjoining Basilica Minore del Santo Nino, both are open to the public as active places of worship and history. A donation box is usually present for anyone who wants to leave something.

How much is the entrance fee for Fort San Pedro?

₱50 for a regular adult, ₱40 for students and seniors with ID. See Downtown: the heritage triangle above for what that single ticket covers.

How much does it cost to visit Temple of Leah?

₱120 on weekdays and ₱150 on weekends for an adult. Parking is an extra ₱50 if you drive or take a Grab up the hill.

Is the Cebu Taoist Temple free?

Yes, there is no entrance fee and no parking fee at the Cebu Taoist Temple in Beverly Hills Subdivision.

Can I visit Temple of Leah, the Taoist Temple and Sirao Flower Garden in one trip?

Yes, all three sit in the Busay hills above the city and are commonly combined into one half-day loop by Grab, habal-habal or a chartered tricycle, in roughly that order since Sirao is the furthest out.

Do I need a full day for Cebu City sightseeing?

A full day covers both halves comfortably: the downtown heritage triangle (Magellan's Cross, the Basilica, Fort San Pedro) in the morning and the Busay hills in the afternoon. Two half-days works just as well if you are also resting between a flight and a ferry.
