Cebu is really two trips stacked on top of each other: a big city with an airport island next to it, and a diving coast three hours south that most visitors treat as a separate leg. This page covers the city and Mactan, where to stay in Moalboal gets its own guide.

Quick picks

  • First time, want restaurants and nightlife: Lahug or IT Park.
  • A late arrival or an early flight: Mactan Island, at the airport, with beach resorts if you want a pool.
  • On a budget, or want the old sights on foot: downtown, around Fuente Osmeña and Colon, the cheapest beds (see the table below).
  • Heading to Moalboal next: base one night in Lahug or Mactan, then see where to stay in Moalboal for the diving leg.

Area Feel To Mactan-Cebu airport To the historic core Price bracket Best for
Lahug & IT Park Modern, restaurants, cafes and malls, the city’s main nightlife district, ride-apps everywhere ≈20–30 min by taxi or ride-app, traffic-dependent ≈15–20 min Budget to mid-range, from ≈$13/night A city base, food, nightlife
Mactan Island The airport island, beach resorts, resort-style rather than a city feel At the airport ≈30–45 min Mid-range to resort, from ≈$12/night A late arrival or early flight, a resort pool
Downtown (Fuente Osmeña & Colon) Older, busier streets, the historic sights within walking distance ≈25–35 min On foot Budget Sightseeing on foot, the cheapest beds

Lahug & IT Park: the city base

The most useful area for most visitors. Restaurants, cafes, bars and a range of hotels and hostels, with taxis and ride apps easy to find at any hour. Suits a night or two between flights and ferries, or a longer city stay.

Why here: the city’s best restaurant and bar choice, easiest ride-app pickups. Why not: no beach, and traffic to the airport or the old sights at peak hours.

IT Park core or the Lahug side streets: rooms facing IT Park’s own strip put the bars, restaurants and 24-hour convenience stores right outside, with the trade-off of music and traffic noise into the early hours. The Lahug side streets a few minutes’ walk away are quieter at night and still a short walk or a cheap ride-app hop back to the same IT Park strip.

Mactan Island: airport and beach resorts

The international airport is on Mactan, and so are the beach resorts. The beaches here are not the country’s best, but the resorts are comfortable and close to the terminals, making this the easy choice for a late arrival or an early flight out.

Why here: closest to the airport, resort pools and beachfront without going into the city. Why not: further from the city’s restaurants and sights, less of a “city” feel.

Downtown: Fuente Osmeña and Colon

The older part of the city, around Fuente Osmeña circle and Colon Street, closest to the historic sights (Magellan’s Cross, the Basilica del Santo Niño, Fort San Pedro). It is more rundown and busier than Lahug, and works best for a budget stay built around sightseeing on foot, see things to do in Cebu City for that walking route and what each site costs.

Why here: the cheapest rooms, the historic sights within walking distance. Why not: older buildings, busier and noisier streets than Lahug or Mactan.

Moving on to Moalboal

If diving, snorkelling or the sardine run is part of your trip, Moalboal on the southwest coast is its own base, about three hours from Cebu City by road, see how to get to Moalboal from Cebu and where to stay in Moalboal for the areas and named stays there. The 3-day Cebu and Moalboal itinerary covers how to split the time.

Before you book

Keep the transfers in mind: Cebu City to Moalboal is a half-day of your trip on its own, so don’t book a night in the city and a night in Moalboal back to back unless that’s the plan. A session with me is the fastest way to ask how to split a wider Visayas trip across these legs.

Questions people ask

Where should I stay in Cebu City?

Lahug or IT Park, for restaurants, cafes, nightlife and ride-apps everywhere, make the easiest base. The downtown core around Fuente Osmeña and Colon is cheaper and puts you within walking distance of the historic sights, at the cost of being older and busier.

Where should I stay in Cebu if I want the beach?

The city itself has no real beach. Mactan Island has beach resorts a short ride from the airport, and Moalboal on the southwest coast, about three hours by road, is where people go for the sea, snorkelling and diving, see [where to stay in Moalboal](/guides/where-to-stay-in-moalboal).

How far is Moalboal from Cebu City?

Roughly three hours by road, depending on traffic, see [how to get to Moalboal from Cebu](/guides/how-to-get-to-moalboal-from-cebu). Plan it as a transfer, not a day trip.

Should I stay in Mactan or Cebu City for a short layover?

Mactan, if your flight times are tight, it's at the airport. Lahug or IT Park, if you want a restaurant choice and a city feel for an evening before moving on.

Where should I stay in Cebu on a budget?

The downtown core around Fuente Osmeña and Colon has the cheapest rooms, with Tripadvisor listing Cebu City hotels from roughly $13 a night at the lower end.

Where should I stay in Cebu with kids?

Mactan, for the beach resorts with pools, which matter more for small kids than the city's restaurants or sights.

Is IT Park a good base for nightlife?

Yes, it's one of the city's main bar and restaurant districts, with Lahug next door offering a similar mix at a slightly lower price.

Do I need to book Cebu City or Mactan accommodation in advance?

Cebu City's hotel supply is large enough that a few days' notice is usually enough outside major events. Mactan's beachfront resorts are fewer in number and worth booking further ahead.

Should I split my nights between Cebu City and Mactan?

Only if it suits your flight times, a night at Mactan before an early flight saves the transfer, otherwise one base for the city leg keeps things simpler.

Should I dive at Mactan or wait for Moalboal?

Moalboal is the better dive, divers on Scubaboard's Philippines forum rate its drop-offs and the sardine run well above Mactan's reefs, which are average unless you add a banca ride out to a nearby island. Mactan only wins on convenience, it's a 30-minute drive from the airport, where Moalboal is about three hours by road, see [where to stay in Moalboal](/guides/where-to-stay-in-moalboal). Checked 12 October 2026.

How much does a Grab or taxi cost within Cebu City?

A short Grab ride between Lahug or IT Park and downtown or the airport runs roughly ₱120–250 depending on traffic and time of day, a metered taxi starts with a ₱40 flag-down plus about ₱13.50 per kilometre on top, per 3D Academy's Cebu transport guides. Checked 12 October 2026.

Is downtown Cebu City safe to walk around at night?

By day, yes, with the normal care around bags and pockets that any busy market street needs. After dark, Colon Street and the blocks around it are better avoided, Tripadvisor's Cebu City forum and local safety guides both flag it as the one part of the city to skip once the sun's down. Lahug or IT Park stay lively and lit after dark if you want to be out in the evening. Checked 12 October 2026.

Are there ATMs in Cebu City and Mactan?

Plenty, Cebu City and Mactan have the widest ATM coverage in the Visayas, with machines in every mall, at IT Park and around the airport terminal. Running out of cash isn't the issue it is on smaller islands, though it's still worth carrying some for tricycles and small eateries.

Do I need a local SIM or is WiFi enough in Cebu?

Hotel and mall WiFi covers most needs, but a Globe or Smart SIM from the airport or a mall kiosk is worth it if you're relying on ride-apps or maps while out, Cebu City's mobile coverage is reliable across Lahug, IT Park, downtown and Mactan.

Does Cebu City or Mactan have power outages?

Scheduled rotational brownouts happen during grid alerts on the Visayas grid, which serves both Cebu City and Mactan. Bigger hotels in Lahug, IT Park and Mactan's resorts generally run generators through a scheduled cut; smaller downtown guesthouses often don't.

Does typhoon season affect flights or ferries to Cebu?

Yes, even though central Visayas is more sheltered than eastern Luzon. Philippine typhoon season runs roughly June to November, peaking July to October, and a bad storm still grounds flights and suspends ferries. Build two to three spare days around any flight, ferry or Moalboal transfer booked in that window.
